Probably some people who are just below Wray at the FBI, and acted with Wray's full knowledge and acquiescence. It was the same career people at DOJ who got the warrant, also with Garland's knowledge and tacit approval. The current power of the Deep State is as a collective entity, they are adept at hiding any individual personal accountability behind a Byzantine labyrinth of bureaucratic offices and procedures.
