So who is filing a quo warranto (by what authority) at SCOTUS to remove Harris as VPOTUS on the grounds she is not Constitutionally qualified to hold the office?

Neither of her parents were U.S. citizens at the time of her birth (although Dad matriculated to US citizenship later). This violates the Natural Born Citizen qualification stated in the US Constitution. The Senate Resolution passed when McCain's NBC status was challenged stated quite succinctly that since both his parents were US citizens at the time of his birth, whether home or abroad, he is a Natural Born Citizen.

For this reason the tie-breaking vote held by VPOTUS in the bill passed last week is null and void as it did not receive a majority of votes without the illegal vote of Harris, who is not qualified to hold the office of VPOTUS.
