Chernobyl had been a Soviet site; Russia knew all about it. Hell, the whole world knew all about it. Anyone with half a brain knows not to disturb contaminated soil. But those Russian conscripts, not so much. Where the hell were their officers? One has to assume they were idiots, as well.
