Of course its silly. It means you cannot defend any village, town or city, because civilians in the area could be killed.
The real war crime here is cowardly Ukraine soldiers deliberately using their own civilians and school children as human shields.
Wish you would actually read the article. Amnesty doesn't accuse Ukrainian soldiers of using "school children as human shields". They are accused of using schools, that are empty. But since they are in residential areas that is a violation according to Amnesty. Therefore, Ukrainians soldiers are supposed to go to the nearby forests. Silly.

You don't have to deliberately move your troops INTO schools and civilian heavy establishments to defend them.
Amnesty International knows something about this. They've been fighting to protect civilians in war zones for a very long time.
