Russians have done this for a long time and still have good contacts.
In one example in the 70s their agents installed bombs in a black high school in NYC with the plan to blow it up and then run a propaganda campaign blaming the Jews and creating a race war.
The bombs failed to detonate properly and just burned out and there was just fire and smoke damage and nothing big came out of it.
Angela Davis was promoted, trained and guided by the KGB. She was a HUGE operation for the Russians.
