To be approved as an appointed VP, the candidate would need a majority of votes in both Houses. Pelosi can give Newsome the House, but that would have to occur before January 2023.
Newsome would then be favored to be the nominee in '24, as we know it will not be Harris.

This is entirely legal and Constitutional. It happened before in the Nixon era.
The only questions are the timing of the switcheroo and the choice of new VPOTUS. The timing will be one of two … before the mid-terms or after. The VPOTUS choice will of course be a middle finger in the air to conservatives and will be someone who will bring in the most votes in the election after the switcheroo.
