Yes. And this EO is directed at the Health and Human Services agency. Basically this EO says that if a blue state Dr. that receives any federal monies (i.e. medicare, etc.) refuses to perform an abortion simply because the patient is from a red non-abortion state, any and all future federal payments are forfeited.
