If we take the House and Senate major rules meet to be set regarding elections. All states should be autonomous in their Elections Codes, and handle them however. BUT ...

they must have final tallies no later than two hours after polls close.

You can’t have final tallies within two hours after polls close unless you use electronic voting machines instead of paper ballots.

Processing paper ballots takes considerably more time.
