This was caused by either Donald Trump or Global Warming. I can think of no other reason.
Anyway, I hope the victim sues for big bucks. And he just might get it, given how the Pelosis would just like this whole story to go away.

He HURT the other driver and both cars were TOTALLED!! He was DRUNK and had DRUGS in his system, but hey...he's a DEMOCRAT so NOTHING will happen to him!
