From Biden’s point of view, yes.
And as a side point, I’m sure the fix is in. China gets to huff and puff. But they’ve already assured DC that they’ll be taking no action whatsoever.
It’s also bold from the perspective of bolstering Pelosi’s stature, and thus impacting the midterms. “Do you really want to get rid of our best Statesperson?”

China is doing lots of huffing and puffing, so much so that they may have to do something to save face.
Not saying they will invade Taiwan but they’ve put themselves into a position of having to step up their level of aggression against the island nation.
Backing down is no longer an option IMO.
