No smoking gun doesn’t mean the DEMs (along with some RINOs) won’t find something to charge Trump on. Maybe disqualify him from ever being able to run for POTUS again (no constitutional backing for this, but when has that mattered to the DEMs?).

In their minds, he's beatable, and beatable by Biden. They'd rather not replace Biden if they don't have to because it'll lead to a messy primary fight against an incumbent president where history has not looked favorably on such endeavors.
So they're thinking, "Let Trump run and Biden will beat him a second time."
Of course, Hillary also wanted Trump to be the nominee in 2016 so there's that.
