After the 2014 invasion, NATO began organizing and training a covert future Ukrainian resistance organization, in case of future Russian occupation.
I would not be surprised if some traitor in the West (Hunter?) sold out the list of their names to the Russians for purging, but no doubt many are outside of Russian control within the rest of the Ukraine, able to plan and conduct operations, as well as train others.
I am surprised that we have not heard more of this, but we may just not be hearing about it, while it is occurring.

The Armed Forces of Ukraine destroyed a train of more than 40 wagons from HIMARS, which arrived from Crimea with manpower, equipment and ammunition of the Russian Federation to Brylivka, the Kherson region.
As a result, about 80 dead and 200 wounded Russians, according to Anton Herashchenko, adviser to the head of the Ministry of Internal Affairs. The blow itself took place on 29 July.
