In countries with sane energy policies, they build infrastructure in advance of planned need for it. Pipelines operate for 50 years or more.

Our forefathers in California in the 1940s-1960s built enough water storage and water distribution infrastructure for a State with 4X the population they had at the time. Since leftists and political-engineers have done nothing since the 1980s, any surplus capacity is long-gone.
