That’s funny. When I read the second Amendment I read “...the right of the people to keep and bear arms shall not be infringed” I’m sure if the Founders had meant ‘state governments’ they would have said so..

Contrast Amendment 1 (Congress shall make no law...) with Amendment 2 (The right of the people...). That appears to me to pretty plainly say that there was (and is) an individual right to keep and bear arms, but that states can regulate speech, press, etc.
