The bulk of the “death toll” in the Iraq war ...was when Obama was in office and he decided to play kissy face with Iran, which had been actively working in Iraq. Obama released the 5 or 6 key Iranian agents of the IRGC’s General Soleimenei that we had previously captured, and they immediately went back to work in Iraq. When Obama pulled out of Northern Iraq everything went to hell in a handbasket because Zarqawi and the Iraqi General al Dhuri’s intelligence corps (a union which by then was renamed ISIS) swept into the vacuum from their safe haven in Syria.
Still Cheney/Bush got the ball rolling, and they lied us into it.
