Its my opinion that in 2016, Trump both “trusted” Federal Government (in a general sense) and that he could control rogue apparatchiks and agencies through the force of his personality.
I assume now he is disabused of both of those notions.

Currently the biden administration has the whole federal bureaucracy enlisted to get out the vote for democrats.
