How does the Fedgov have any authority to intervene in local/State law enforcement, even if only giving the States more money? And who would be responsible to assure the funding gets to the police?

I don’t get why funding local police forces should be a federal priority. The Feds screwed it up last time and we ended up with police going into residences with flash grenades and 20 officers in SWAT gear to take out one person. We don’t need militarized police. We need well funded local police who are empowered to do their jobs and aren’t crucified if they make an honest mistake.
