I had two friends who parents were foster parents. One of them had the foster kids live in the basement, except when the social worker came by, then he 'moved' into a room that was off limits to him mostly. My second friend, his parents treated them just like they did their own kids. Nice bedrooms, nice clothes, tv and stereo.. They made the foster kids part of the family.

We do the same treat our foster kids like they are family, because they are.

Apologies are due to those who feel insulted by lowering the opinion of foster parents. Of course, one expects there are foster parents who do right by kids without biological parents.

Looking at it statistically, in terms of segments or proportions of the whole, the motives of foster versus adoptive parents produce different experiences.

Foster parents are paid by the state whereas adoptive parents are not.

This difference in motives does not mean foster parents are less capable parents, it means the experiences can be statistically different.

We should expect to find some foster parents who are rated very high. But looking at the two groups foster and adoptive, we expect the different motives to produce differences on average in ratings when evaluating the groups.
