There are a lot of pine plantations in the eastern part of NC where pine straw is harvested. That would be the reasoning behind that particular law.

Every state, especially the older eastern ones, have strange laws on the books. A decade or so back Virginia set about cleaning up the laws, repealing some of the older/stranger ones.

"Stealing Grease?"

In the past couple decades, a popular activity among some owners of diesel powered vehicles was to convert their engines to run on used discarded grease or cooking oil.

It wasn't unusual on previous occasions when the cost of fuel got outrageously high as it has recently that gasoline was being stolen directly from parked vehicles, even if it meant punching a hole in the fuel tank.
