Democrats like changing the rules to suit their needs. When the rule they just created, comes back to bite them on the ass, they claim it’s unfair, and want to change it again. They’re little kids, who have to repeatedly stack the deck, so they always come out on top.

It's wrong for this article to call it a "rule." Congress doesn't change their chamber rules via legislation; that would violate separation of powers. The President signs or vetoes bills sent to him, and the President cannot veto or approve a Congressional rule change.
Rules are changed by a separate chamber vote only, not via amendments to existing bills.
