Neither. If Biden can win with 81 million votes, anything can happen. The fact she is Deep State means there can and probably will be cheating and they will get away with it. But, to satisfy this conversation, Cheney will win as a Republican. Better?

Yes, Wyoming voted 70% for President Trump in 2016. Don't remember the exact 2020 results, but about the same. Wyoming and West Virginia have the highest vote totals for President Trump. So Cheney thinks she can beat that? No way Jose.
