The damning difference here is that in WWII precision munitions were not available so collateral damage was unavoidable.

OTOH with today’s precision weapons hitting civilian areas actually indicates explicit targeting of civilians.

Our firebombing of Tokyo killed 130,000 civilians (more than one of our nukes). The two nukes we dropped killed The two bombings killed up to 226,000 people.
