To: Worldtraveler once upon a time

The established rule is used for emphasis. We cannot highlight, underline italicize as well as some may use to shout or strong emotion.

However, using capitalization for emphasis has been used since the early days on line [& yes I’m that old! LOL]

American “police actions” and “kinetic” responses have occurred. However, this article refers to Putin’s latest specific latest military bombing atrocities yesterday.

Putin’s Russian military has violated all the following WAR CRIMES against Ukraine military and civilians:

“A war crime is a violation of the laws of war that gives rise to individual criminal responsibility for actions by the combatants, such as intentionally killing civilians or intentionally killing prisoners of war, torture, taking hostages, unnecessarily destroying civilian property, deception by perfidy, wartime sexual violence, pillaging, the conscription of children in the military, committing genocide or ethnic cleansing, the granting of no quarter despite surrender, and flouting the legal distinctions of proportionality and military necessity.”

As discussed previously:
Article 25 of the Hague Convention of 1899 laid down that “The attack or bombardment of towns, villages, habitations or buildings which are not defended, is prohibited”.

FURTHER CLARIFIED:
The 1st Protocol of the Geneva Conventions signed in 1977 made it a war crime to launch ‘indiscriminate attacks’ which would affect civilians. This would include area bombing of a city, as opposed to targeting individual objectives within it. Reprisals or terror attacks against civilians were also made into war crimes in 1977.

PLEASE NOTE: The rules of war also included specific requirements such as not attacking hospitals, and if possible giving civilians warning to evacuate or take shelter before military operations began.

Thanks for the response. I understand your detailed views. Using the measures you suggest also suggests that both sides in the Ukraine-Russia conflict are potential violators of those standards which you detail.

Parsing down the discussion to only this particular conflict / war / liberation (call it what various people will) does not assist any argument long term, for the number of conflicts / wars / liberation and those pleasantly-monikered color revolutions, both successful and failed, leaves us in America as the current "champ" in such as the almost-20 year failed war in Afghanistan or the decimation of Libya for US political concerns, two of a far longer list.

As a staunch fiscal conservative, I find the loss of treasure and lives from -- say -- Vietnam forward to the present needs to be placed in docket and more closely examined. How this current conflict and proxy war will end, I claim no vision nor idea. But victors -- which ever side prevails -- will ultimately write the tale. It might not be us as represented by Biden, Harris, Sullivan, Blinken, Austin and of course Nuland.
