They can literally make up any number they need, any number.
My observation since 2004 is yes, but they keep it close into the night. They hold back the largest blue counties in voter numbers until there is a clear number of votes that are needed to put their candidates over the top.
But the presidential vote of Nov 2020 was NOT CLOSE.
