My first guess was that they were moving the aircraft and screwed up, but another article says "No one was on board the plane, and no personnel were in the immediate vicinity when the aircraft blew off the ship’s deck". Clearly it was not properly chocked and chained. What a colossal screw up. Heads will roll.
