They can be recalled to active duty at any time at the pleasure of the President, but once retired they are retired. Only those at 5 star rank were never retired, they were considered on active duty till they died.
Exception was 4 Star Admiral Ray Spruance who was considered for 5 star rank, his slot was finally given to Admiral Halsey, as compensation he was accorded the same privileges as if he had been made a 5 star admiral.
Halsey was considered for relief of command because of the Typhoon controversies in 1944, and 1945.
Never forget: The same American military that has become infected with such wokeness is the same one that people currently want to throw into another overseas war (but this time against a military peer).
His remark is a very mild bit of sarcasm. The First Lady is not some Queen or Princess.

If you are receiving a military pension, you are not completely retired, especially in Chief Tech/Officer positions. Can be recalled if needed as well as reprimanded/possibly demoted in rank for stuff like this.

No any retired military drawing a pension can be recalled. Happens a lot with higher ranks in enlisted and officer corps due to their experience.

Reading words on paper makes it hard for me to catch the tone of his comment.
Perhaps he was praising the First Doctor. Certainly her definitive declaration about “women” was brave, courageous, and bold.
If they do this to a retired general, what will they do to the First Son? Perhaps the general should have just praised the First Son.
