I have a question.
If Congress allocates funds for a specific department, does the President have to spend it?

Yes. The president can propose a rescission of the funds, but Congress has to approve. This all came about in the Budget Impoundment and Control Act of 1974 after Nixon impounded funds. The absolute worst sin anyone in a Department can make is to allow funds to lapse, i.e. not spend all appropriated money.

The US Congress spends all of America's taxes and then borrows what seems like half the world's money to keep spending each year.
