Yes, that is exactly what they meant.
It is not a federal issue, it is a State issue.
They meant for the state legislatures, who represent the people, to debate the issue and pass legislation. They didn't mean for the state courts to usurp the role of the legislatures. The courts need to back off and let the people have a chance to work it out first.
