Really, if you want to immigrate to a civilized country, your citizenship should always be provisional, always. You can vote, you can own property, you can serve in the military, you have our Constitutional Protections, BUT if you commit a felony, become a public charge or rack up substantial civil judgments, back to where you came from, and all those who came along with you with provisional citizenship.
