It’s a great question. I’m not an expert on the area, but my guess is that if performing an abortion is a crime under state law, it’d probably be illegal to operate an abortion clinic on federal land. I believe that this is under something called the “Assimilative Crimes Act.” There is an exception, though, I believe if Congress were to pass a law explicitly making the action legal on federal land. In other words, if Florida outlaws abortion, and Joe Biden opens up an abortion clinic in Everglades National Park, abortions there would be illegal. But Congress could pass a law declaring that abortions are legal in National Parks, and then the state law wouldn’t be enforceable there.
