Former prime minister Sir John Major has described the contaminated blood scandal as "incredibly bad luck", drawing gasps from families watching him give evidence under oath to the public inquiry into the disaster.
Up to 30,000 people contracted HIV and hepatitis C in the 1970s and 80s after being given blood treatments or transfusions on the NHS.
Thousands have since died.
Sir John later apologised for his choice of language.
He said: "I obviously caused offence inadvertently this morning when I referred to the fact that it was awful that people had been fed infected blood and I referred to it as sheer bad luck.
"I can only say to people it wasn't intended to be offensive. I was seeking to express the fact that I was concerned about what happened.
"It was intended simply to say that it was a random matter and I perhaps expressed it injudiciously."
He appeared before the inquiry to answer questions about the government's actions, including decisions on financial assistance for those affected by the contaminated blood incident.

The U.S. recently made a big deal about accepting donations from people who engage in homosexual behavior. Screening those people out was considered discriminatory. The screening is what they did years ago, when I was giving blood.
In the early 70’s my little brother got in a serious accident requiring transfusions. In the 90’s after blood work found he had HepC. Got a transplant 3 years ago and doing very well now.
One of my good friends got Hep C from heart surgery during the Clinton fiasco...she got helped with Chinese herbs, believe it or not, as she could not take the regular drugs with her heart meds.

Well 4 governors in the US literally had over 50,000 people killed during the Corona hoax and nothing will ever be done to them and its mostly forgotten now.
Cuomo put infected patients back into Nursing homes literally killing thousands of people.
Anyone one else being that negligent would be arrested and sent to jail.
That was all covered up, the thing that got him run out of office was him sexually assaulting women.
He was far from the only governor that did this.
