Wow, the nomenclature across the ensign's header says:

U.S. ENSIGN NO 11 MARE ISLAND MAY 1942.

The "NO 11" is a size code, approximately two feet by four.

Mare Island Naval Shipyard is near San Francisco. Sammy B never visited that shipyard, so the ensign must have been issued from stores maintained at that location.
