Laws regarding children and consent have changed over the years, and very greatly from jurisdiction to jurisdiction.

In most places there is now a "two year" rule that keeps teens from being charged with statutory rape for otherwise consensual sex.

No matter what we as parents may wish, hormones do not take a vacation at a summer camp, whether Christian or pagan. (Not excusing the situation).

I do not know the politician but it sounds like he was indeed drawing a distinction between "could" and "should" as xzins stated in post 5.

True back then, and still true today, I suspect.

In 1990 my son impregnated his girl friend, her father was in an uproar (understandably) and wanted my son charged with statutory rape The police changed his mind by pointing out to him that while the kids were both 15 years old that she was actually about 6 months older than my son.

He wound up coercing her into an abortion.
