I think this is about rape/incest/life of mother, which federal law expressly permits but some states may not. Garland's point seems to be that the federal government will continue to do that for certain federal employees - military for example - even in states that say no. Legally, he's correct on that as long as it is performed on federal property.

That's my best reading on this, anyway.

Federal property is not exempt from state laws. A federal jurisdiction is but of course there is only one of those.
