I live in eastern PA too and used to work in Easton, just next to the NJ line. If I missed my exit (forced into wrong lane bc of traffic etc), I would wind up in Jersey and instantly become a felon.
Clearly THAT needs to be challenged as blatantly Unconstitutional.
Yes, I think this means a CCW issued in one state must be accepted by another.
