CHICAGO -- Chicago police officers will no longer be allowed to chase people on foot simply because they run away or give chase over minor offenses, the department said Tuesday, more than a year after two foot pursuits ended with officers fatally shooting a 13-year-old boy and 22-year-old man.

Why dont they just legalize everything and save the trouble
If those are the rules then cops will have to cuff everyone immediately—and then figure out whether they have a reason to hold them.

Face it, the root cause of running away is that police noticed a crime or suspicious activity. Eliminate the root cause; ban police from noticing the above.
I agree with this. Simply running is not a reason for a cop to chase someone down and demand ID.
Absent any reasonable, articulable suspicion of a crime being committed, having been committed, or about to be committed by a specific person then simply running away from a location where there are police is not justification for pursuit by police.
So treat them like ants and spray at the source.

The article states it goes beyond - police can't “give chase over minor offenses.”
What is a minor offense? Isn't just knocking someone over on the street with no apparent ill-will a “minor offense.”
Putting handcuffs on police in order to reward apprentice criminals seems wrongheaded. It will lead to crime inflation.
