It appears that she is saying ‘kinder to the environment’, it kinder to people...and that assumes her assessment of its impact on the environment is correct.

A “Kinder Economy”.?? These people are getting really weird..Having your life savings wiped out is "kind!" Being forced to tote your money to the corner bakery in wheelbarrows is good exercise!
