The question can be answered and the answer is obvious. Just like its obvious the question should’ve never been asked.

Both of your assertions are correct but this is a bureaucracy situation. The clerks’ orders are that every question must be answered, period.
The deeper subject is why was the question put on the form, but if I were given the form I’d just answer “no” and forget about it.
