For what it’s worth the Romans exercised “weapons control” thru abject poverty.
Crimes for a mere scrap of bread were dealt with harshly at the hands of the Roman Guard and criminals were often flogged into idiocy.

I have thought for a while now that a full 10% maybe as high as 25% of Congress could not pass a GED test.
