It is true that an executive order cannot override state laws but it can put strings on federal monies headed for that state. Cowardly politicians long ago ceded authority to the feds to levy and collect taxes on unpopular causes and it gives the feds a great deal of leverage to get states to fall in line.
That is a good reminder. Like with 501-c3 and churches.
