Chinese Defense Minister Wei Fenghe told delegates Sunday at the Shangri-La Dialogue that China has made progress in developing a nuclear arsenal but would only utilize the new weapons for self-defense measures.
When asked about reports from last year regarding the construction of more than 100 new nuclear missile silos in eastern China, he said the country "has always pursued an appropriate path to developing nuclear capabilities for protection of our country."
Last year, the U.S. State Department said China's nuclear development was concerning and that it appeared the Asian country was deviating from decades of nuclear strategy of minimal deterrence.
The State Department urged China to engage with it "on practical measures to reduce the risks of destabilizing arms races."

That’s what every country with nukes says— at first.
I watched the original “Godzilla” movie last night (made about 1953 or so) and I had forgotten what an anti-nuke thread ran through the film. Apart from the general mayhem and destruction Godzilla was causing, their secondary fear was becoming irradiated by him. One character commented that she had barely escaped Nagasaki with her life and didn’t want to go through that again. In the end they found away to destroy the monster with a newly invented weapon of mass destruction, but the inventor was extremely conflicted about using it.
So any place China claims as theirs such as The South China Sea, East China Sea, Tiawan...all fall under this umbrella. That would likely also include any of their bases and holdings not actually in China
China needs to understand that nukes are only allowed for countries that celebrate pervert pride month.
I am sure the State Department will be happy to explain it to them.
