Maybe like Canada seeding the Northwest Territories to their nates, we will eventually seed a large portion of the USA to the semi-indigenous some-number-down-the-list tribes ‘created here’.
I think you mean “cede” not “seed”-Canada didn’t plant seeds-they gave land over-and it has already happened here-a long time ago-it is called “the rez” in the vernacular...
