I’ve noticed that, too. The percentage is usually around 43 percent, the same as Clinton got in 1992.

One has to wonder how much of that percentage has never actually voted for anything, but has a vote cast in their name?
Well, some of them are dead. Some are in drug induced hazes. Others don't really vote, but allow their votes to be "harvested." And the rest are either socialists or communists even if they don't entirely understand those terms.
