There is more than one mass shooting event in Chicago every weekend. Four of more SHOT - can be zero killed. And need not be the same location, as long as the locations are "nearby" and same shooter(s), it is clinically a mass casualty event.
And it’s no wonder they are trying their damndest to disarm law abiding citizens.
