Why can DOJ indict someone from a Congressional committee?

Republicans play by the rules democrats allow them to play, which is they win, you lose. We obviously had no republicans willing to stand up to Holder and the democrats.

They were either on his side, or they were too weak and afraid to stand for anything.

That has not changed, even during and after Trump. Very few stood up for him either. Most still do not. Even the people who worked for him. The reason for that is that they have to renounce and spit on Trump to get another job in the filthy swamp.

Criminal prosecution lies under prosecutorial discretion. This discretion can be abused with near impunity. There is a handful of abuse of discretion cases that resulted in penalty - Nifong being one that comes to mind. Shport of that, all that happens is the case gets tossed and the defendant is punished, sometimes ruind by the process. General Flynn, waco bikers, many other cases. Prosecutors have near absolute immunity, and courts and prosecutors play for the same team.
