Russian and Belarussian fabs are generations behind western ones. And the machines required to build better fabs will be embargoed.

Agree, if the current administration was actually looking forward to a world where the US was self reliant, then chip manufacture. Even a small quantity would would a priority.

Hey, I thought I was living large when I got my first one.
Back then, they thought they were hitting walls on the frequency end. The first 66Mhz chips had to be 66/33, because the rest of the board couldn't work with that fast a chip. I got my company at the time a straight 50 MHZ 80486 with both local bus and EISA (I thought EISA was the future. Stupid me. Then again, I liked SCSI and RAMBUS, too.) It was obsolete shortly after procurement.

But Russia May soon control almost 75% of the world’s semiconductor grade Industrial Neon gas. No doubt they will use that as leverage to get what they want. Letting Russia run roughshod over Ukraine is going to have dire National Security implications for the west. The Russian have control over Mariupol and have their sights set on Odessa. These two cities produce more than half of the world’s industrial Neon with Russia and China producing almost all of the rest. You cannot make semiconductors without Industrial Neon and it looks like unfriendly regimes with have control of almost all of it in the near future.

Nope, setting up a factory to produce CPUs will take a couple of years and about a billion dollars. Multiply that dollar amount by 10 to 20.
Even if Russia were to buy a fab - let's say a middling one from SMIC in China - and have it shipped over, you still need specialized, highly trained staff to run it and maintain the sensitive equipment.
(That's REALLY hard to do in a kleptocracy!)

Russia makes their own chips. With the open-source RISC-V CPU designs, they’ll be just fine. They’ll make their own.
