I believe you are correct that they were probably cops. I used photo editing software to enhance the image.
There was an object between the two individuals and upon enhancement it appears to be a rifle with a magazine and a sling becomes visible (you can’t see the sling just watching the video).
I could be wrong.

It might be the other rifle he had when he chased after those at the funeral. In any case, he comes back and jumps right in the door.
I bet you the police propped it open while they were looking around as they didn’t have keycards.
