Agree completely but we have known this since I was a child more than 60 years ago. A kid who tortured animals was seen as sick and needing treatment.
Sick, sick, sick and more sick.
The guy was a sick, disturbed, pervert.

Maybe one idea is the old standard where there had to be two or three witnesses. That would cut down a nasty lib neighbor or coworker from doing a phony Stasi snitch on us. Once 2 or 3 report, some action is taken.
But then again, look at what happens when some conservative politician runs for office. All of a sudden 6 bimbo’s pop out of the woodwork making accusations.
I witnessed the neighbor boy chop the head off a dead cat and laugh about it about 60 years ago.
