That comment originated with Stalin. It became gospel with the Soviets.
I had never heard or read about the attribution of the quote’s origin specifically to Stalin.
Makes perfect sense, of course, since the Soviet Union raised over 300 divisions during WWII and developed and fielded the T-34 tank (along with other very effective, simple, and rugged aircraft and armor designs). Of course, Soviet offensive massing and employment of field artillery during WWII is legendary.
