Do we know who made the call that this was a hostage situation? Someone at the police command post made that call. The cops were standing down because their orders were to do so. Who made that call? Where is he?

Chief of Police for Uvalde Independent School District was the Incident (or Operational) Commander - he was in charge, he made the call.
